ALABAMA SUMMIT Montgomery, Alabama The Alabama Summit was held in January, 2001, and was sponsored by the National Alliance for Model State Drug Laws and coordinated locally by the Council on Substance Abuse-NCADD, (COSA-NCADD). The coordination of COSA-NCADD’s existing state-wide coalitions ensured the success of this conference.
