Montgomery Unified Prevention System (MUPS)/ Drug Free Communities (DFC)

COSA-NCADD has also been a long-time advocate in bringing together substance abuse providers to develop cooperative efforts and to standardize outcome measurement. These efforts have resulted in a strong unity of purpose among prevention providers.

COSA-NCADD created and facilitates the Montgomery County Unified Prevention System (MUPS) and is a Drug Free Communities grantee. The mission of MUPS is to work collaboratively as a community to integrate and leverage resources and services to insure long-term reductions in substance abuse-related problems and to improve the quality of life for all citizens in Montgomery County through the implementation of comprehensive, research-based prevention programs. MUPS will (1) strengthen collaboration in our community to support the efforts of the MUPS Coalition to prevent and reduce substance abuse among youth and (2) reduce substance abuse among youth and, over time, among adults by addressing the factors in a community that increase the risk of substance abuse and promoting the factors that minimize the risk of substance abuse.

COSA-NCADD organized the Alliance Counteracting Alcohol and Tobacco Advertising - Targeting Youth (ACATA) Coalition in 1994. The Montgomery ACATA coalition was funded in 2001 through a federal initiative to further develop the coalition. The Montgomery Community Support Coalition changed its name to the Montgomery Unified Prevention System (MUPS) in 2005 to better reflect the mission of the coalition partners to fulfill the objectives of the coalition and to coordinate their programs in order to effectively utilize the resources within the coalition and avoid duplication of efforts. The MUPS coalition is made up of a group of community partners who share the goal of making Montgomery County a better place to live. The coalition has members from local government, law enforcement, private businesses, non-profit agencies, school systems, health officials, and private citizens.

All planning and selection of target populations is accomplished in coordination with the Montgomery Unified Prevention System (MUPS), in conjunction with the Montgomery Children's Policy Council, the Elmore County Children's Policy Council, the Autauga County Children's Policy Council, the Lowndes County Children's Policy Council, and the River Region Substance Abuse Planning Committee where all populations are represented and through a Community Needs Assessment and Survey which is completed by participants of the community focus groups, community organizations, parents, schools etc. This Community Needs Assessment and Survey is conducted annually. Because of the annual survey, COSA-NCADD has hours of documented requested programs that have not been fulfilled due to funding constraints. All target populations will receive a systematic and programmatic approach that will address the risk and protective factors from multiple domains using multiple evidence-based strategies across with a layered approach.
